Juneau School District violated special education program requirements, state investigation finds

A state investigation has determined that the Juneau School District violated multiple federal and state requirements in its special education programs. The probe was triggered by a formal complaint from a parent following a serious incident where her autistic son wandered unsupervised from a school playground.

The child was under the care of a substitute teacher who lacked the mandatory training and qualifications to work with special education students at the time of the disappearance. This event highlighted systemic failures within the district's practices.

Investigators found the district non-compliant in several critical areas. It failed to ensure all staff working with students receiving special education services were properly qualified and trained. The district also did not maintain adequate documentation of this training or properly implement individualized education programs (IEPs) for some students.

Furthermore, the investigation revealed the district's process for handling formal complaints was insufficient and not communicated clearly to families. These findings point to a breakdown in the district's adherence to the Individuals with Disabilities Education Act (IDEA), which guarantees a free and appropriate public education for children with disabilities.

The state has ordered the Juneau School District to take corrective action. This mandate includes comprehensive training for all relevant staff, a review of student IEPs to ensure proper support, and a complete revision of its special education policies and procedures to prevent future violations and ensure student safety.
