G.I. Public Schools Board of Education hears presentation about the High Ability Learners program and Rule 3 update

The presentation, given during Monday night's regular board meeting, focused on Rule 3, which is the Nebraska Department of Education's updated guidance for gifted education. Kuhl and Thunker explained that the new rule shifts the emphasis from a single test score to a more holistic review of student potential. That means looking at classroom performance, teacher observations, and work samples alongside standardized assessments.

Board members asked about how the district ensures equity in identifying students from diverse backgrounds and those who may not have had early enrichment opportunities. Kuhl responded that the program now includes universal screening at multiple grade levels, rather than relying only on parent or teacher referrals. She also noted that the district is working to provide professional development for classroom teachers so they can better spot advanced learning needs in all students.

The High Ability Learners program currently serves students in grades K-12, with pull-out enrichment at the elementary level and advanced course options at the secondary level. Thunker highlighted that the goal is not just academic acceleration but also social and emotional support, since gifted students often face unique challenges in the classroom.

No formal action was taken on the presentation. The board is expected to review the program's alignment with Rule 3 again in the spring, after new state guidelines are fully implemented.
