New education state laws include allowing students to substitute specific history classes

Five new education bills were signed into law Monday during a ceremony at a high school in Henrico County. The legislation covers a range of changes, from classroom curriculum to school safety procedures. Here is a breakdown of what the new laws will do.

The most notable change allows students to substitute certain history courses with other classes. Under the new rules, a student could replace a standard history requirement with a course focused on civics, economics, or even a specialized elective like African American history or world religions. Supporters say this gives students more flexibility to pursue interests that align with their career goals. Critics worry it could weaken the core knowledge of American and world history.

Another bill mandates that all public schools conduct at least one active-shooter drill per semester. The drill must be age-appropriate and announced in advance to parents. A separate law requires schools to stock opioid reversal medication, like naloxone, in every school nurse's office.

Two other bills address teacher shortages. One creates a streamlined pathway for military veterans to earn a teaching license without completing a traditional education degree. The other provides a tax credit for retired teachers who return to the classroom part-time.

All five laws take effect on July 1. School districts are now reviewing their policies to ensure compliance by the start of the next academic year.
