HISD could move special education students to 'specialty campuses'

Houston Independent School District is considering a plan that would relocate some special education students to "specialty campuses," a move officials say could improve staffing and outcomes. The proposal, which has drawn sharp criticism from parents and disability advocates, would consolidate students with certain disabilities into separate schools rather than keeping them in general education classrooms.

District leaders argue the change would allow for more concentrated resources and specialized training for teachers. Currently, many special education students are spread across neighborhood schools, where staff shortages and inconsistent support can hinder progress. By grouping students at dedicated sites, HISD says it can provide better therapy services, smaller class sizes, and instructors trained in specific disabilities.

But critics see the plan as a step backward. "This is re-institutionalizing kids," said one parent advocate, who asked not to be named. "We fought for decades to get children with disabilities into regular classrooms, and now they want to pull them out again." Opponents worry the specialty campuses would isolate students from their peers, limit social interaction, and reduce exposure to general curriculum. They also question whether the district has fully considered the transportation and logistical challenges for families.

HISD has not yet released a timeline or list of which campuses might be affected. The district says it will hold public meetings before any final decision is made. For now, the proposal remains in early discussion stages, but the debate highlights a long-running tension between efficiency and inclusion in special education.
